Betting in Ethiopia with Telebirr sounds like a product that survived the ban. Two different things got glued together. Telebirr still exists as Ethio Telecom mobile money. Sports-betting licences under ELS do not. A Telebirr merchant button on an offshore cashier does not rebuild a local licence.

Failed Telebirr payments, without a workaround chapter
Players ask the same four failure shapes. None of them get a crafty answer.
- The wallet never offers the merchant. The cashier printed Telebirr; Telebirr does not show the bill. Stop. That is the post-ban pipe working as ordered, or the merchant not being allowed for your account. We will not suggest a second wallet owned by a cousin.
- The wallet offers the bill, you confirm, the cashier never credits. Wait once, check cashier history, then stop sending repeats. A second push "to unstick" the first is how people double-pay. We do not time a "usual delay." Operators change that.
